Secondary Deficit Pattern Schools Teachers’ Association petitions government on their long pending grievances

Shillong, Sep 7: The All Meghalaya Upper Primary and Secondary Deficit Pattern Schools Teachers’ Association has submitted a memorandum to the government on their long pending grievances.

In the letter to Chief Minister Conrad Sangma, the association said that the deficit pattern category of schools are being ignored by the government and there is discrimination in terms of salary and other facilities.

“We should have been given the benefits and an opportunity in terms of availing other allowances as the deficit teachers or employees do receive from the government,” the association said.

The All Meghalaya Upper Primary and Secondary Deficit Pattern Schools Teachers’ Association wants either upgradation to full-fledged deficit system or implementation of hill allowance, medical allowance, house rent allowance. Advance increment for higher educational qualification, gratuity and National Pension Scheme.

The association informed that there are 13 existing deficit pattern categories of schools in Meghalaya out of which nine are secondary schools and four are upper primary schools.

The association also informed that there are 127 sanctioned posts of teaching and non-teaching staff under these 13 schools.

The association said that these 13 deficit pattern schools were left out in 1989 for up-gradation into full-fledged deficit systems.

In the memorandum to the Chief Minister the association said that there are no retirement facilities and other allowances for them.

They have also urged the state government to release their outstanding revised pay arrears which are pending.

“So far, some secondary schools have already paid 75 percent of the arrears and some are yet to receive even 75 percent. Besides all Upper Primary Deficit Pattern Schools in the state had also received 75 percent arrears,” the association said.
