Dikshant parade of 46th Batch Basic Course held at North Eastern Police Academy

Shillong, Dec. 21: The Dikshant Parade of 46 th Batch Basic Course trainees, held at the North Eastern Police Academy on Saturday, was reviewed by Hon’ble Chief Minister of Meghalaya Conrad Kongkal Sangma, . A total of 196 trainees took the oath administered by Ms. Kala Ramachandran, IPS, Director, NEPA.

The 46 th Basic Course comprised 14 DySsP –from Nagaland, 169 SIs – 114 from Meghalaya, 21 from Nagaland, 20 from Manipur, 13 from Mizoram, 1 from Tripura and 13 ASIs – 11 from
Nagaland and 2 from Manipur. The 46 th batch commenced the 50 weeks’ basic training w.e.f. 7 th January 2019. The trainees have been imparted with essential skills, knowledge and required
aptitude to deliver their best once they join active service. In July this year, the 46 th Basic Course trainees were sent for Bharat Darshan cum Study Tour to different parts of the Country. The DySP trainees had undergone a week-long training in Police Leadership & Strategic Management Foreign Attachment with SPCS Consultancy Pvt. Ltd., Singapore, from 10 th to 15 th September 2019, while the SI and ASI trainees were attached with the Assam Rifles and BSF. Since its inception in 1978, NEPA conducted 45 basic courses till June 2019 and 3535(747 DySP and 2788 SI/ASI) trainees have passed out. With this Passing out Parade, a total of 3731 Basic Course trainees (761 DySP and 2970 SI/ASI) have passed out of NEPA in the past 41 years of
existence.

Besides, the Basic Course, NEPA has trained 23,789 officers from across the country and neighboring countries in various in-service courses, workshops & seminars. This year, 51 in-service
training courses were scheduled and all were conducted. 87 officers from Bangladesh and 28 officers from Myanmar have also participated this year. The in-service courses include Investigation
of Cyber Crime, Search Seizure & Preservation of Digital Evidence, Mobile Forensics & CDR Analysis, Counter Insurgency & Jungle Warfare, Explosives & Bomb Disposal, CCTNS, Disaster Management, Basic Armourer Course, Narcotics Law Enforcement, Traffic Management, VIP Security, Advanced Scientific Investigation Techniques, Juvenile Justice, Crime against women, Right to Information, Intellectual Property Rights, Investigation of Financial Fraud & Corporate Offences, Rights of Prisoners, Investigation of Wildlife Crime, Soft Skills and Emotional Intelligence,Gender Sensitization, Crime Scene Investigation including use of photography during crime scene investigation, Victim Psychology & Victim Assistance, Departmental Enquiry, Crime Analysis and Crime Mapping, Collection of Intelligence and Interrogation Techniques, Scientific Investigation of cases involving fire arms, human rights and prison administration, human rights & refugee law, intelligence collection through social media, mobile analytics & cloud (SMAC), Basic Provision of Law and Stress Management.

The trainees have been imparted with essential skills, knowledge and required attitude to deliver their best once they join active service. Apart from the regular indoor training comprising
Police Science, Legal Studies, and Social Science & outdoor training comprising Drill, Weapons Training, Physical Efficiency, Field Craft, Tactics, Horse Riding, and Swimming, the trainees were provided with specialized inputs on Cyber-Crime, Disaster Management, Gender Sensitization, Riot Drill, and practical training on bandobust etc.

Chief Minister while appreciating the advances made by NEPA in the past 41 years, congratulated the young officers and distributed the following Trophies and Medals awarded to
the trainees for their individual performance during the training period.

In his address, Chief Minister, Conrad K Sangma while appreciating the advances made by NEPA in the past 41 years said that North Eastern region is of special significance to the nation not only because of its immense biodiversity, culture, ethnicity and heritage but also because of its strategic geographical significance connecting to the mainland through a narrow band of land, the chicken neck, that brings in its attendant issues of difficulties of reach and transport. “Improved infrastructure and development of the North Eastern region is very important and we have always remained committed towards ensuring improved connectivity, good transport network and social and economic development of Meghalaya,” he said. He added that development can sustain and flourish in an environment of peace and reminded the officers of their primary responsibility to collect intelligence on any issue that poses a threat to internal security, resolve conflicts and maintain law and order, thereby instilling a feeling of security among the people. “Stable and secure states and region will allow the governments to focus its energies on development issues,” he said.

The Chief Minister reiterated that the government is fully committed to working towards peace, progress and prosperity and added that in the endeavor of security of the North East, all the North Eastern states must adopt a unified, coordinated and cohesive strategy to tackle common threats faced by the region. “Police in the north east have a special role to play compared to the police in the rest of the country because each state shares a border with another country and many of the inimical and criminal elements take advantage of cross border and international linkages to escape the clutches of law,” he said. He called for police of North East to act in coordination and the need for close liaison between the State Police and the Border Guarding CAPFs like Assam Rifles, BSF, ITBP and SSB deployed on the north eastern borders.

He also said that NEPA can play an important role in and can act as nodal training agency to design and conduct specialized training modules for the police of the North Eastern states as well as the CAPFs deployed in the region to ensure uniform strategy and streamlining of efforts adding to effective control of crime and help check crimes like narcotics and human trafficking that afflicts the North East.
