KHADC meets headmen on cleanliness, drugs & trading license

Shillong, Nov 15: The Khasi Hills Autonomous District Council (KHADC) on Friday discussed with headmen from various localities of Shillong on various issues including the manual of instructions for Dorbar Shnongs to issue and not to issue the ‘no objection certificate (NOC)’ for trading license.

Other issues discussed include about maintaining cleanliness in all localities, the ban on use of single-use plastics, the menace of drugs, and the need to have the Solid Waste Management Bill, 2019.

The meeting was chaired by the Chief Executive Member (CEM), Teiñwell Dkhar in the presence of Deputy CEM, Pynïaid Sing Syiem, Executive Members (EMs), Paul Lyngdoh (in-charge trade), T Chyne (in-charge land), Teiborlang Pathaw (in-charge labour license) and headmen.

Syiem told reporters that varied suggestions were received from the headmen on how to bring close relations and work together between the KHADC and Dorbar Shnongs and to ensure that cleanliness is maintained in all villages and localities.

“We informed the headmen about the notification issued on September 13 related to the ban on using of plastics, the existence of environment protection act, 1986 and other laws related to waste management,” he said.

Syiem said that the Council would discuss again and work on those suggestions given by the headmen on all these issues.

Syiem informed that the meeting also discussed about cleaning of rivers including Umkhrah river and few others streams, and the Executive Committee of the KHADC will also sanction some fund for the second phase of cleaning the Umkhrah river.

Asked about cleaning drives in various localities and the habit of littering the place few hours after the cleaning drive, Syiem said, “we stressed on this issue also especially the need to ensure cleanliness in villages and localities throughout the years.”

On the menace of drugs, Syiem said that the EC would write to urge upon the state government to take strong measures to address this menace which has affected the society and many families.

On the issue related to trading license, Paul Lyngdoh said that the manual of instructions to issue and not to issue NOC for trading license to non tribal traders is like a guide book for the Dorbar Shnongs.

“Besides act and rules that we already have, we need this guide book too to how to guide the headmen and the Dorbar on whether to issue or not to issue NOC. We have told them to follow the manual of instructions where headman and the Dorbar should have a meeting of the Executive Committee to take a resolution on whether to issue or not to issue NOC to the non-tribal traders. The decision taken by the Executive Committee should also contain signature of both headman and secretary,” Lyngdoh said.

He said that the draft manual of instructions was circulated to the headmen from various localities in the city and they have got time till December 15 to study minutely and improve it further wherever required.

“After this, the EC will take this manual of instructions before the Council for approval,” Lyngdoh said.
