Shillong, October 8, 2025: The State Process Lab on the Aadi Karmayogi Abhiyan was organized by the Ministry of Tribal Affairs (MoTA) in collaboration with the Bharat Rural Livelihood Foundation (BRLF) and the State Rural Employment Society (SRES) from September 23 to 26, 2025. The training was conducted simultaneously at Tura and Shillong, with the participation of 61 District Master Trainers.
The inaugural session on September 23 was graced by Smt. V. Deka, IAS, Director, Ministry of Tribal Affairs, who joined via video conference. Other dignitaries included Shri Sibhi Chakravarthy Sadhu, IAS, Secretary, Community & Rural Development, Meghalaya; Shri Aiban Swer, Director, Meghalaya Basin Development Authority; and Kum. Laraphunlin Diengdoh, Joint Mission Director, SRES.
In her address, Smt. V. Deka provided an overview of the Aadi Karmayogi Abhiyan, highlighting its objectives, strategy, and rollout plan. She elaborated on the implementation approach, formulation of village action plans, visioning exercises, and the expected outcomes and impacts on tribal communities.
Shri Sibhi Chakravarthy Sadhu, IAS, welcomed officials from various departments and outlined the State’s roadmap for the Abhiyan. He explained that the programme would follow a phased rollout, starting with the State Level Orientation, followed by State, District, and Block Process Labs, and culminating in the preparation of Village Action Plans for all 1,437 DAJGUA villages. He also emphasized the identification of Adi Seva Kendras, Adi Sahayogis, and Adi Saathis at the village level to ensure effective local engagement.
The State Process Lab training covered a range of topics including ethics, goal setting, teamwork, leadership, learning from real-life experiences, convergence matrix, theory of change, and public management. The sessions aimed to strengthen the capacity of Aadi Karmayogis in promoting effective governance and service delivery at the grassroots, aligned with the vision of Viksit Bharat 2047.
Following the completion of the State Process Lab, a one-day District Level Orientation and a three-day District Process Lab will be conducted across all 12 districts of Meghalaya, followed by Block Level Orientations in all 53 blocks. Subsequently, community mobilization activities will commence at the village level, including the preparation of Village Vision Plans, village maps, and Village Action Plans.
Earlier, the State Level Orientation Programme was held on September 22, 2025, at the Main Secretariat, Shillong, chaired by Shri Sibhi C. Sadhu, IAS, Secretary to the Government of Meghalaya, C&RD Department and Mission Director, SRES. The programme reviewed Meghalaya’s progress under the initiative, noting the training of seven State Master Trainers and plans to train 441 Master Trainers from various line departments.
The Secretary urged all line departments and Deputy Commissioners to extend full cooperation to ensure successful implementation of the Aadi Karmayogi Abhiyan across the state’s tribal villages.
