KHADC Passes Resolution Opposing Uranium Operations and MoEFCC Memorandum

Shillong, October 22: The Khasi Hills Autonomous District Council (KHADC), during its ongoing Autumn Session at Dorbar Synrai, has unanimously passed a resolution opposing the operations and proposed expansion of OM Uranium within the district.

The resolution, which was extensively discussed by Members of District Council (MDCs), raises serious concerns over the environmental, social, and economic implications of uranium exploration and extraction. It calls for strict environmental safeguards, full transparency in operations, and meaningful consultation with local communities before any mining-related activity is allowed to proceed.

Chief Executive Member (CEM) Winstone Tony Lyngdoh underscored the Council’s strong objection to the Office Memorandum issued by the Ministry of Environment, Forest and Climate Change (MoEFCC), Impact Assessment Division, dated 8 September 2025 (F. No. IA-Z-11013/136/2023-1). The memorandum exempts atomic mineral and strategic mineral mining projects from public consultation requirements under the EIA Notification, 2000, to fast-track their operationalization.

Terming the move as an infringement on the customs, land rights, and traditions of indigenous tribal communities, the Council warned that such exemptions could expose local populations and the environment to severe health and ecological risks.

Leader of Opposition, Bah Titusstarwell Chyne, supported the resolution and echoed the call to urge both the MoEFCC and the Government of India to exclude the application of the memorandum within tribal areas of the Khasi Hills.

The Council’s decision reflects a unified and proactive stance in defending environmental integrity and indigenous rights while reaffirming the importance of sustainable development and community consent.

CEM Lyngdoh clarified that no joint resolution from multiple Autonomous District Councils is necessary for this matter, emphasizing KHADC’s independent and decisive position on safeguarding the district’s interests.

Officials confirmed that copies of the resolution will be sent to the State Government and relevant central authorities for appropriate action and compliance.
