SHILLONG, Nov 10: Assembly Speaker Thomas A Sangma has underscored that the Legislature is not merely a law-making institution but an architect of national policy, responsible for guiding the country’s economic and social direction.
Speaking at the 22nd Annual Conference of the Commonwealth Parliamentary Association (CPA), India Region Zone-III, hosted by the Nagaland Legislative Assembly in Kohima from November 9 to 13, 2025, the Speaker highlighted the transformative power of legislative action.
Thomas A Sangma, accompanied by Deputy Speaker Limison D Sangma, is actively participating in the conference, which focuses on strengthening democratic institutions, enhancing inter-legislative cooperation, and sharing best parliamentary practices among the North Eastern states.
“The enactment of progressive and far-sighted legislation shapes the framework for economic growth, social equity, environmental protection and technological advancement,” he said. “It is through sound laws that we can transform aspirations into action and vision into reality.”
He further stressed that the Legislature’s oversight role is equally vital to ensure governance remains accountable, transparent and people-centric. Through questions, debates, and committee deliberations, he said, lawmakers hold the Executive accountable for implementing policies and programmes.
“This oversight is essential for maintaining public trust and ensuring that development reaches every citizen,” he added.

The conference was inaugurated on Monday by Lok Sabha Speaker Om Birla, who praised the North Eastern region for its rich cultural heritage, diversity, and strong democratic ethos. He commended the Assemblies of the region for their unity and for framing policies tailored to local aspirations, thereby contributing to inclusive development.
Birla also highlighted the growing adoption of technology in the region’s legislatures, noting that most have transitioned to paperless operations, embraced best practices, and ensured disciplined proceedings. He stressed the role of regional development, industrial growth, and the use of artificial intelligence in enhancing transparency and accountability.
Nagaland Chief Minister Neiphiu Rio, in his address, urged legislatures to reaffirm their commitment to parliamentary democracy and cooperative federalism. He called on CPA Zone-III to continue shaping inclusive development policies and strengthening the North East’s integration with the rest of the country.
Rajya Sabha Deputy Chairman Harivansh reiterated the Union Government’s commitment to India’s cultural diversity and inclusive economic growth, emphasising the need for sustained engagement between legislatures and citizens to keep public policy responsive to people’s aspirations.
Speakers, Deputy Speakers, and senior officials from all North Eastern Legislative Assemblies are attending the conference, reflecting a shared commitment to regional cooperation and parliamentary excellence.
