Shillong, Apr 14: In a bid to tackle the growing issue of heroin addiction in Meghalaya, the Drug Reduction, Elimination & Action Mission (DREAM) has launched a vocational training programme for recovered drug users.

The organisation handed over skill development tools worth Rs 9 lakh to four rehabilitation centres in Shillong, with the aim of reducing the relapse rate among recovering addicts, which currently stands at a staggering 70-80%.

DREAM Director Francis Kharshiing said the initiative was a response to the alarming situation of heroin addiction in the state, particularly in Shillong.

“Heroin users are spending around Rs 2000-2500 per day to sustain their habit, and some are even forced to indulge in petty crimes to feed their addiction,” he said.

The vocational training programme will provide recovered drug users with skills in bakery, food processing, plumbing, and wiring, enabling them to become self-employed and reintegrate into society.

“This is a shift towards holistic recovery – focusing not only on treatment, but also on dignity, self-reliance, and long-term reintegration into society,” Kharshiing emphasized.

The programme is a collaborative effort between DREAM, rehabilitation centres, ITIs, and vocational training institutions, and includes certification and job placement assistance for participants.

Kharshiing said the initiative was a more cost-effective solution than allowing recovering addicts to relapse and become involved in further criminal activity.

“It’s better to invest Rs 9 lakh on vocational training than let them relapse and get more customers,” he said.
