NGOs meet CM on transfer of officers

Shillong, May 7: Leaders of different NGOs on Monday met Chief Minister Conrad K. Sangma and asked the state government to revoke the recent transfer order of West Khasi Hills District deputy commissioner Arunkumar Kembhavi citing that it was in contrary to the 2013 ruling of the Supreme Court.

A joint delegation of the Thma U Rangli Juki (TUR) Western Youth Federation (WYF), West Khasi Students Union (WKSU) and others met the chief minister Conrad K Sangma and submitted a memorandum to him.

The NGOs expressed their opposition and termed the transfer order issued on April 28, as “illegal” while pointing out that it does not meet the principles of transparency and rules and procedures laid out for such an action.

“The untimely and premature transfer is also contrary to the Supreme Court order passed on October 31, 2013,” they said while demanding immediate revocation of the transfer order.

They claimed that frequent and arbitrary transfer of officers before completing a reasonable tenure has always been considered a major reason for the decline in the standard of administration.

Quoting the ruling of the Supreme Court, which had ordered a Civil Services Boards to be constituted, the leaders said the department of personnel and training government of India had issued the Indian Administrative Service (Cadre) Second Amendment Rules, 2016, modifying Indian Administrative Service (cadre) Rules, 1954 to bring transparency in civil services board and competent authority to record reason for arbitrary transfers and put that in public domain.

“If civil services board exists in our state, (if not, it is in contempt of the Supreme Court order), then the reasons for the premature transfer of Kembhavi (who was prematurely transferred from West Jaintia Hills District earlier too) are not in public domain, and website as mandated by the court,” they asked.

Meanwhile, the NGOs also threatened to resort to other constitutional modes to realise the rule of law if the state government fails to pay heed to their demand.
