Shillong, Feb 03: National People’s Party (NPP) candidate Hispreaching Son Shylla claimed that he has already emerged as the winning candidate, while declaring that sitting MLA and HSPDP president Ardent M Basaiawmoit and former MLA, Lambor Malngiang are “losing candidates” from Nongkrem.

Shylla, who is the member of the KHADC from Nongkrem, made this claim after he filed his nomination papers here on Saturday.

“I am already a winning candidate. What left now is just to count the votes since the two candidates, Ardent and Malngiang, are losing candidates,” Shylla said.

He also said that the people of Nongkrem are opposing MUDA and they would not elect Malniang again since “He is responsible for passing the Meghalaya Town and Country Planning (Amendment) Act, 2004. The Act of 2004 has omitted Section 1 sub-section (2) of the Meghalaya Town and Country Planning Act, 1973 which clearly states, the Act shall extend to the whole of Meghalaya excluding the Autonomous Districts.”

He also slammed Basaiawmoit saying that the sitting MLA has also failed to oppose the amendment Act of 2004 by not bringing amendment in Assembly to reinsert Section 1 sub-section (2) of the 1973 Act.

Shylla alleged that Basaiawmoit has failed as an MLA to protect areas in Nongkrem from being encroached by MUDA and what he did was only a drama by marching from Malki ground to Secretariat. His failure clearly indicated his nexus with the chief minister Mukul Sangma.

He also dubbed MUDA as “Mukul Under Dealing with Ardent.”

On the HSPDP’s demand to include Meghalaya under the special provision of Article 371 of the Indian Constitution, Shylla said that though Basaiawmoit talked about the issue but he had already withdrawn the resolution he moved in Assembly.

Shylla said that Mizoram which came under Articile 371 still have district council because the ADCs in Mizoram are for other tribes, while claiming that if the people accept HSPDP, they will lose the KHADC, JHADC and GHADC.

On legal notice served by Basaiawmoit’s lawyer as he alleged him to be the “agent” of chief minister Mukul Sangma, Shylla said that the action on the part of Basaiwmoit was “childish.”

“I will not tender any apology. Going by this trend, then there will be so many court cases during election,” Shylla said.
