Building byelaws: SNSBH seeks KHADC’s intervention

Shillong, Sept 17: The Synjuk Ki Nongsynshar Shnong Ka Bri U Hynñiewtrep (SNSBH) has sought the intervention of the KHADC as implementation of the building bye-laws by the Meghalaya Urban Development Authority (MUDA) continued in scheduled areas till date.

Earlier this year, at a tripartite meeting held with the KHADC and the SNSBH, the Meghalaya Democratic Alliance government had decided to withdraw the implementation of the Meghalaya Building Byelaws, 2011 in areas under the district council.

The government had also directed the Meghalaya Energy Corporation Limited (MeECL) and the Public Health Engineering (PHE) department to consider giving permission required for providing power and water connection to newly constructed houses in scheduled areas.

It may be mentioned here that the state government had also asked the KHADC to come up with its own building byelaws to regulate building constructions within the Council’s jurisdiction.

While speaking to reporters after a meeting with the KHADC chief, HS Shylla here on Monday, SNSBH general secretary RL Blah however said it has already been six months, yet the problems faced by the people have not been addressed yet by the government.

Blah informed that a joint delegation of the KHADC and headmen is likely to meet the state government and seek clarification on this regard before the commencement of the upcoming Assembly session on September 21.

The Synjuk also maintained that it would stick to the Meghalaya Town and Country Planning Act, 1973, which clearly states “It shall extend to the whole of Meghalaya excluding the Autonomous Districts.”

“The fact was that, no district councils in the state have given their consent for extending the building bye-laws in their respective jurisdictions. We want the government to facilitate so that the KHADC can also come up with its own building byelaws keeping in mind that the state is in high seismic zone,” he said.
