CSWO questions reappointment of terminated teachers

Shillong, Sept 26: The Civil Society Women’s Organization has questioned the order issued by the sub-divisional school education officer of West Garo Hills District which allowed teachers who have been terminated to continue as assistant teacher on contract basis.

CSWO president, Agnes Kharshiing, in a statement issued on Thursday questioned as to how the SDSEO, Dadenggre, West Garo Hills, issued an order dated 4th March 2019 on the strength of a letter No WGH/MC/AH-28/2018/178 Dated 5th Oct 2018 by Joint Director, when the orders for termination was by the Director.

“The Joint Director cannot issue any order without the consent of the competent authority to appoint any teacher to any government school or to re-appoint any terminated teacher,” Kharshiing said.

The SDSEO in the order issued on March 4 had stated: “received from Jt. Director of School Education & Literacy, Tura, the following teachers are hereby allowed to continue as Asst. Teacher on contract basis for 59 days with a break of 1 day w.e.f 03/03/2019 to 30/ 4/ 2019 in the scale of Pay Rs 24700/-58400/- P.M plus other allowances as admissible under the rule”.

Kharshiing said that in 2014, a total of 246 teachers were terminated, while some names which were in the CBI report, where their scores had been over written, were not terminated, but enjoyed the salary from the government till 2018.

“It was only till 2018, another 10 teachers were terminated by the SDSEO, Dadenggiri, West Garo Hills, Ela Begum Laskar, as per the direction from the Director of School Education and Literacy, Meghalaya Shillong, vide letter No DSEL/EL/GA/ALG/2/Pt.IV/5/2011/200, dated Shillong 29th August 2018. These names were also in the CBI enquiry report, in case No PE2 (A)/2011-SHG, in pages 97 to 101, where in their names were having overwriting in their scores,” she said.

According to the CSWO statement, the names of teachers who were in the CBI report, who were terminated and continued again as assistant teachers through an order issued on March 4, 2019 include Narzima Yesmin (Haripur Govt L P School), Aynul Hoque (Singimari Girls Govt L P School), Pankaj Rabha (Odalguri Govt L P School), Shahanur Islam (B N Model Govt L P School), Hemanta Rabha (DipKaigaon Govt L P School), Mokut Hajong (Boro Batapara Govt L P School), Monoranjan Koch (Merenggapara Govt L P School), Sayad Hossain (Borshibanda Govt L P School), Azibor Rahman (Belbari Govt L P School) and Rajkishore Pandey (Kaimbatapara GDC Govt L P School)
