Shillong, Oct. 07: The Employees’ State Insurance Corporation (ESIC) launched two key initiatives, the Scheme for Promoting Registration of Employers and Employees (SPREE 2025) and the Amnesty Scheme 2025, at a programme held at the Shillong Club today. The initiatives aim to strengthen the social security framework in the North Eastern Region and promote ease of compliance among employers while extending welfare benefits to workers across sectors.
SPREE 2025, operational from 1 July to 31 December 2025, provides a one-time opportunity for unregistered employers and employees to enrol under the ESI system without penalties or past dues. The scheme simplifies registration through online portals, encourages voluntary compliance, and seeks to expand social security and healthcare coverage for Meghalaya’s workforce.
The Amnesty Scheme 2025, active from 1 October 2025 to 30 September 2026, offers employers and insured persons a platform to resolve pending disputes and settle unpaid dues up to 31 March 2025. It aims to reduce litigation, promote trust, and ensure compliance by enabling out-of-court settlements and waiving damages upon full payment of dues.
To avail of the Amnesty Scheme, eligible applicants must submit the prescribed ESIC form, furnish required records, and pay pending contributions with interest. Once approved by the Regional Director or designated committee, disputes will be treated as settled, thereby helping employers and insured persons regularise compliance under the ESI Act.
During the event, a Dependent Benefit Sanction Memo was handed over to Smt. Sengmek Marak, spouse of Late Pinik A. Sangma, granting her a monthly pension of ₹13,578 for herself and her children.
Speaking on the occasion, Shri C. Songate, Principal Secretary, Labour Department, Government of Meghalaya, said,

“It is vital to bring all eligible employees in Meghalaya under ESIC coverage to ensure their welfare and social protection. The State Government fully supports this endeavour and has given in-principle approval for setting up a 100-bedded ESIC Hospital in Shillong.”
He reaffirmed that the Government would extend all cooperation in expanding ESIC benefits to every district of the State.
Shri Pranay Sinha, Insurance Commissioner, North-East and Eastern Zone, and Shri Robert L. Guite, Regional Director, ESIC North Eastern Region, highlighted that the two schemes would strengthen compliance, resolve long-pending disputes, reduce litigation, and broaden social security coverage for the benefit of both employers and workers.
