Shillong, May 24: The state government will examine the proposal for reviewing the share of royalty on major minerals between the state and the three autonomous district councils (ADCs).
District Council Affairs (DCA) Minister, James K. Sangma informed this after holding a meeting with the Chief Executive Members (CEMs) of the KHADC, JHADC and GHADC on Friday.
The meeting also discussed issues to be taken up in the upcoming meeting of the 15th Finance Commission from June 4 to 6. Sangma said a proposal has been made to review the share of royalty on major minerals between the state government and the three ADCs. The minister informed that the department is also in the process of discussing with the ADCs on the need to amend the existing AD Rules which have been framed long time back and which required lots of changes.
According to him, the objective is to have a uniform set of rules for all the three ADCs in the state. On the meeting of the 15th Finance Commission, Sangma said, the department would examine the suggestions given by the district councils.
“There are many points mentioned by the ADCs which include strengthening and augmentation of financial support so that they can play their roles for which they are meant. There were some suggestions about how the ADCs can strengthen the administration in term of law, land records, digitization and others,†he said. On the Supreme Court’s directives to implement the solid waste management, the Minister said that those areas falling under the jurisdiction of the ADCs, they have to take it upon themselves to ensure compliance of the directives given by the Apex court.
