Hima cannot deny Sanad to elected headman: KHADC

Shillong, July 25: The Khasi Hills Autonomous District Council (KHADC) said that traditional chiefs cannot deny issuing of Sanad (confirmation certificate) to any headman duly elected by a village dorbar on the basis of mere allegations lodged with the law enforcing agency.

This was informed by the deputy chief executive member Pynïaid Sing Syiem while replying to a query raised by opposition Congress member from Mylliem, Ronnie V Lyngdoh during question hour on the last day of summer session on Thursday.

Lyngdoh alleged that the Syiem of Hima Mylliem has failed to issue sanad to a headman who was duly elected by the Umsaw village dorbar just because there was an FIR filed against him.

Stating that this is a dangerous trend, he said the executive committee should immediately direct the Syiem of Hima Mylliem to issue the sanad to an elected headman pending investigation into the allegations because as per law, a person is innocent until proven guilty.

He also asked the EC to issue a standing order directing the Syiems of the different Himas on the matter.

In his reply, the deputy chief executive member said that the EC would take necessary action on the matter and would soon issue a show cause notice to the Syiem of Hima Mylliem in this particular case.
