KHADC CEM, Teiñwell Dkhar says he will lead EC without fear

Shillong, Mar 7: Khasi Hills Autonomous District Council (KHADC) Chief Executive Member, Teiñwell Dkhar said that he would serve and lead the new Executive Committee without fear, adding that ‘good performances” could be visible even in six months, if one has the will to work and serve sincerely.
The CEM said this after Opposition members from the Congress lamented over the decision of the United Democratic Party (UDP) to allow him to hold the CEM post only for one year.

Dkhar was elected to the post without any contest.

Mawkhar-Pynthorumkhrah MDC, P.N. Syiem also was elected to the post of Chairman without any contest.

“If one has the will to work sincerely, it does not require too many years to show his performances. One can also perform well even within just six months,” he said.

Dkhar said that he would lead the Executive Committee without fear and with the cooperation of all members he would be able to address various issues concerning the Council for the interest of the community.

He also talked about the need to streamline the functioning of various departments, as well the technical wing of the Council.

The CEM also said that the new EC would follow up pending bills that have not been approved by the Governor, besides the need to codify the customary laws and practices of various traditional institutions.

Later he told reporters that codification of customary laws and practices of different Hima, and Dorbar Shnong is one of the priorities of his Executive Committee.

Asked about the need to have a transparent recruitment policy in the Council as well as get efficient staff in the administration, Dkhar admitted that the council has to streamline the functioning of various departments, including the enforcement wing and technical wing of the council by recruiting qualified people.

He also said that the EC would look into the matter related to trade.

On the implementation of building byelaws of the state government by the KHADC, the CEM questioned whether the Council has enough man power to take the responsibility.

“When we accept the responsibility, we should first understand our capacity, whether we can do the work or not,” Dkhar said.

The State government has decided to entrust the District Councils to implement its Building Byelaws in areas outside Municipality, and the Meghalaya Urban Development Authority would implement the byelaws only in areas within the jurisdiction of the Municipal.
