Shillong Nov 8: The Khasi Hills Autonomous District Council (KHADC) has decided to introduce its own AD Rules in the upcoming winter session of the Council to be held from November 20 to 22.
After the executive committee meeting held here on Thursday, KHADC chief HS Shylla told reporters that the decision was taken after taking into consideration the need for the Council to have its own AD Rules.
“This is because for so long, the Council was following the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules, 1951,†he said.
He suggested that all the three Autonomous District Councils (ADCs) in the state should frame their own Rules.
He further informed that a meeting will also be convened by the District Council Affairs (DCA) Minister, James K Sangma with all the three ADCs on November 15 to discuss on the matter.
Shylla said that a draft AD Rules seeks to correct some of the anomalies in the present AD Rules.
“We have ensured that it is binding upon the Chairman to summon the House if 16 out of 30 MDCs have lost confident on the EC for trial of strength. There is no need to take up the matter with the state government to request the Governor as was done at present,†Shylla said.
Stating that democratic principle should be applicable in this case, he said that the present executive committee wants that autonomy of the district council is preserved.
