KHADC to table new Land Bill in upcoming winter session

Shillong, Nov 15: The Khasi Hills Autonomous District Council (KHADC) has decided to table the KHAD (Regulation and Administration of Land) Bill, 2019 in its upcoming winter session, which will commence from November 19.

The Bill was approved by the UDA-led executive committee during its meeting held here on Friday.

KHADC chief Tienwell Dkhar told reporters that the Land Bill passed earlier by the Council has been lying pending with the state government for the past many years. “Therefore, we have accordingly decided to recall the old Bill,” he said.

Later after a meeting of the land committee to discuss on the matter, executive member in-charge land Titosstarwell Chyne informed that KHAD (Regulation and Administration of Land) Bill, 2019 will be tabled in the House to replace the old bill.

He said the objective of the new Land Bill is to strengthen and safeguard the ownership right of the tribal indigenous over their land.

Asked, Chyne said the state government has not given any reasons on the delay in approving the Land Bill passed by the previous executive committee.

“However, we have ensure that the provisions in the new Land Bill will not in any way come into conflicts with the existing laws of the state or central government,” he said.

The executive member further maintained that the new Land Bill is as per the customary practices of the tribal people.

“It also seek to bring uniformity in the fees for registration of land. Land registration without the approval of the Council will not be considered valid,” he said.
