Shillong, Sept 8: The Meghalaya Democratic Alliance (MDA) Government, under Chief Minister Conrad K. Sangma, has cleared a host of important legislations for the ongoing Autumn Session of the Assembly, even as it reviewed the Expert Committee Report on the State Reservation Policy.
Deputy Chief Minister and Cabinet spokesperson Paul Lyngdoh told reporters after Monday’s Cabinet meeting that the government had taken note of the detailed report submitted in June 2025 by the Expert Committee headed by Justice (Retd.) Mool Chand Garg.
“The report is voluminous and carries wide-ranging recommendations, some of which include new perspectives such as economic criteria,” Lyngdoh said. “While the government will not delay unnecessarily, we also cannot afford to rush. The implications are far-reaching, and a holistic examination is essential before a final decision is made.”
He noted that the recommendations were mixed, with some suggesting retention of the current framework while others called for reforms. The Cabinet, he said, has sought further clarifications from officials and will place its final position before the Assembly once the review is complete.

The Cabinet cleared a series of legislations to be introduced in the Autumn Session, including:

Language Acts, 2005 and 2017
Universities (Regulation of Establishment and Maintenance of Standards) Amendment Ordinance, 2025
Meghalaya Private Colleges (Promotion and Regulation) Bill, 2025
Meghalaya Private Medical Institutions (Regulation of Admissions, Fixation of Fees and Reservation) Bill, 2025
National Law University of Meghalaya (Amendment) Bill, 2025
Shops and Establishments Act, 2003 (Amendment)
Factories Act, 1948 (Amendment)
Traditional Medicine (Amendment) Bill, 2025
Meghalaya Town and Country Planning Act (Amendment), 2025
All the cleared Bills and Ordinances will now be tabled for discussion and passage during the Autumn Session of the Meghalaya Legislative Assembly.
