Shillong, May 14 – Meghalaya Chief Minister Conrad K. Sangma today described the Chief Minister’s Special Development Fund (CMSDF) and Chief Minister’s Special Fund (CMSF) as among the best schemes implemented by the state government, citing their flexibility, transparency, and impact on grassroots development.
Speaking at a programme held at Don Bosco Sunny Side, Shillong, the CM emphasized the importance of these discretionary funds in addressing varied community needs across the state. “The scheme is flexible, transparent, and allows various development interventions,” he said.

He highlighted that the Chief Minister’s Office and Secretariat actively monitor the implementation of welfare activities funded under these schemes. Aid is provided to community-based organizations, NGOs, and social bodies, enabling timely and impactful interventions.
During the event, the CM handed over PA systems, solar panels, and plastic chairs to Dorbar Shnong Sawmer in Upper Shillong—his locality—sanctioned under the CMSDF. A total of ₹20.79 lakh was allocated for the installation of 120 solar lights, 600 chairs, and a public announcement system.
“This is my locality, I feel at home… it is even more special for me to be here,” Sangma said. He added that the schemes often allow for record-time disbursement, with some cases being sanctioned within just two hours.
He assured continued support for the Dorbar and announced plans to initiate the construction of a water tank in the area. He also pledged infrastructure and musical equipment support for local youth organizations, stressing his commitment to promoting music as a vital avenue for youth engagement.
