Shillong, July 17: Chief Minister, Dr Mukul M Sangma on Monday attended an investiture ceremony at the Police Headquarters here, and released a book on Forensic Science Laboratory (FSL).
The Chief Minister also stressed that FSL should be equipped with the best facilities to live up to the expectations of responding to challenging circumstances.
In his speech, the Chief Minister while congratulating medal winners expressed his acknowledgement and gratitude to the families of the policemen for their ceaseless and continuous support and sacrifice.
“Deterrence of crimes committed by perpetrators is influenced by overall conviction rate which is the culmination of an effective charge sheeting and prosecution of crime,” he said.
He also said that the FSL should be equipped with the best facilities to live up to the expectations of responding to challenging circumstances while helping the police organization to have expeditious charge sheeting, prosecution and conviction as per the law.
“There is a need to send a strong message of deterrence to perpetrators of crimes about the existence of law enforcing agencies and people also need to be sensitized about various laws and the ramifications of violating the law. This in itself will create a society that is self regulating,” he said.
Observing that lack of conviction emboldens the perpetrators of crime, he said that that the government has committed to complete the exercise of administrative reforms so that the administration of justice is the most effective.
He also asked the state police to be competent enough in dealing with crimes and cautioned that there was no room for complacency.
The Chief Minister urged the organization to work as a collective team and prepare to face multi faceted approach adopted by of criminals.
Earlier, the Chief Minister distributed medals to 21 policemen for their gallantry and meritorious service in the course of their duty.
Present at the Investiture Ceremony was Minister, Home (Police), H D R Lyngdoh, Chief Secretary, Y. Tsering, Principal Secretary, Home (P), M.S. Rao, DGP, Dr S B Singh and other senior police officials, besides family members and friends of medal winners.
