SHILLONG, FEB 11: The Joint Action Committee (JAC) of the Muster Roll Labour Union on Wednesday expressed strong disappointment over the Meghalaya government’s delay in implementing the Labour Code 2025, alleging that daily wage workers continue to be deprived of crucial social security benefits.
Chairman of the JAC, K. Pariat, told reporters that despite the Labour Code being in place since November 2025, the State government has yet to issue a notification for its implementation.
“We are surprised that since November 2025, the State government of Meghalaya has not given any notification to implement the Labour Code in Meghalaya,” Pariat said.
He stated that the union had repeatedly taken up the matter with the Labour Department, which informed them that the State rules were under preparation. However, more than six months have elapsed without any concrete action.
“This is very disappointing since muster roll workers are working on a daily basis, but the Labour Department and the government of Meghalaya are taking things very lightly,” he alleged.
The Labour Code 2025, introduced by the Government of India, provides for pension, Employees’ Provident Fund (EPF), and other social security benefits for workers. According to the union, despite submitting several memoranda, the State government has not moved forward with its implementation.
Pariat said the delay is adversely affecting the livelihood of muster roll workers, many of whom are struggling to cope with inflation and the rising cost of essential commodities.
The union also flagged concerns over the non-implementation of EPF provisions and the absence of notification on the consumer price index, even as GST rates on essential items have reportedly been reduced by the Centre.
“One egg costs us Rs 10, and dal is Rs 100 per kg, which is higher than in other States,” Pariat said, highlighting the financial strain faced by workers.
He further noted that Chief Minister Conrad K. Sangma had earlier invited the union for talks, but no follow-up meeting has taken place.
“The Chief Minister himself had invited us for a talk, and this delay is very disappointing to all of us muster roll workers,” Pariat added.
