Shillong,Oct.5: Opposition KHNAM MDC Adelbert Nongrum today said he would be moving a No-confidence motion against PN Syiem-led PDF executive committee for its failure to address the three issues which include the need to amend the AD rules that allows non-tribals to participate in the election process of the Council.
“I will be moving a No-confidence motion against the executive committee in the upcoming session to be held from October 12,” Nongrum told reporters at a press conference held here.
He also maintained that the NC does not intend to topple the Syiem-led executive committee but it is to expose its failures with regards to addressing the three important issues concerning the interest and welfare of the indigenous people of the region.
Earlier during the last session of the Council held in June, Nongrum had withdraw support to an NC moved by the opposition bench after the EC passed three official resolutions to deal with the three demands put forth by the KHNAM.
Apart from the proposed amendment of Rule 128 of the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules 1951, the two other issues are related to labour license and trading license.
Stating that there has been no sign of taking steps on the part of the EC even after four months, Nongrum said a Committee constituted to re-examine the AD Rules headed by former KHADC chief HS Shylla had already submitted its report to EC recently.
“The Committee in its report had recommended the need to table the proposed amendment of the AD Rules in the upcoming session but there seems to be lack of political will from the ruling PDF-led EC,” he said.
Rule 128 of the AD Rules clearly states – “All citizen of India not below the age of 18 years can contest, be electors in the District Council election”, which according to the KHNAM is detrimental to the welfare of tribal people.
Referring to the steps taken by KHADC chief PN Syiem with regards to the proposed amemndment of the Sixth Schedule to the Constitution of India, Nongrum however termed the effort as “meaningless”.
“I don’t see the need to amend the Sixth Schedule which only revolves in increasing the number of seats and availing of direct funding from the Centre,” he said.
