Shillong, Nov 22: The United Democratic Alliance (UDA) in the Khasi Hills Autonomous District Council (KHADC) on Friday sought action against the alleged “unconstitutional role†of the Chairman of the Council, Pynshngaiñlang N Syiem.
A delegation led by former KHADC chief executive member, and leader of the UDA, Teiñwell Dkhar submitted a complaint to Deputy Chief Minister, Prestone Tynsong and discussed with about the political situation during the meeting on Friday evening.
The UDA was defeated in the no confidence motion after Syiem voted in favour of the opposition that tabled the No-confidence motion on Wednesday.
Dkhar said the sudden political development which arose in the KHADC began on November 20, when the No-confidence motion tabled by the opposition Congress was taken up in the House, where both sides ended in a tie of 14-14.
“After counting of votes, the Chairman cast his vote in favour of the no confidence motion which brought down the Executive Committee to a minority because of one vote cast by the Chairman,†he said.
He said the brief report on the main proceedings of the day was sent in writing to the Commissioner and Secretary, District Council Affairs Department on the same day.
“…apart from the undemocratic role played by the Chairman in circumventing the rules of conduct of proceeding of the KHADC, the way he wanted the tie of votes as above, has left the House of 28 (one member deceased) and excluding the Chairman, in a tie of 14-14, thus the instability has been created, that now onwards, the Ruling party will not be in a position to pass any business in the present situation,†he said.
Dkhar informed that the election of the new Chief Executive Member was taken up in the House and again the group supporting the candidate, Latiplang Kharkongor got 14 votes, 1 vote by the same Chairman.
Stating that the UDA did not participate since they withdrew from the contest, he said, “As such until the situation improves, your government may examine the matter and take necessary action deemed necessary.â€
Later after the meeting, UDP leader and nominated MDC Bindo M Lanong accused the chairman of being bias in the House. “He (Syiem) has interpreted rules as he likes,†he said.
Lanong said since there was a tie of 14-14, instability has been created and the present executive committee formed on Friday is without majority.
On the chairman’s decision to cast his vote during the CEM’s election, the UDP leader questioned, “whether Syiem has resigned as chairman of the Council?”
