Shillong Nov 25: Meghalaya deputy chief minister, Prestone Tynsong on Monday said that he would be the happiest person if Governor, Tathagata Roy took all files related to the district councils, as well as if the Autonomous District Councils (ADCs) also send all matters including bills directly to the Governor without going through the state government.
“It seems that the Governor has not gone through the procedures, rules and conventions that were done and followed with regards to the role of the state government and the governor’s office in connection with the functioning of ADCs in the state,†Tynsong said after the Governor did not go through the District Council Affairs (DCA) of the state government when he gave his order on matters related to the ‘no confidence motion’ and election of the new Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC).
Tynsong said that when the state government recommended any matter to the Governor for his decision or approval, he should call the chief minister or deputy chief minister or minister in-charge of district council affairs department, if the Governor is not clear.
“However if this is the case, I will be the happiest man if the Governor will take all files related to the district councils, and the ADCs should also send all matters including bills to the Governor without going through the state government. So let the governor approves or disapproves it, so that we can also do away with the DCA and create some other important departments,” Tynsong said.
The Khasi Hills Autonomous District Council (KHADC) has witnessed the collapse of the United Democratic Alliance (UDA)-led Executive Committee following a tie of 14-14 between the ruling and opposition when the vote of no confidence motion was taken up on November 20.
The no confidence motion was moved by the opposition Congress which was the defeat of the ruling by one vote, through the vote cast by KHADC chairman, P N Syiem.
Syiem voted against the Executive Committee, which led to its collapse.
The KHADC Chairman also conducted the election of new CEM, Latiplang Kharkongor on November 22 after the collapse of the executive committee.
Tynsong said that the DCA was created in the state because of the Sixth Schedule and to take care of matters related to the three district councils in the state.
On the claim of Syiem that the ADCs are autonomous body, Tynsong said, “you are autonomous, but as per provisions, the Governor has to act on the advice of the state government. There should not be any misunderstanding from now on, between the state government and governor’s office. This is a small issue, but whether it is small or big, we should be guided by the Constitution.”
