Shillong, Sept. 26: After a gap of four years, the Government of Meghalaya has resumed discussions with the Achik National Volunteers Council (ANVC) to review the implementation of the peace agreement signed earlier. The last round of talks was held in 2021.
The meeting, convened by the State Home Department, was chaired by Deputy Chief Minister Bah Prestone Tynsong at the Secretariat Conference Room and attended by DGP Kong Idashisha Nongrang, IAS, along with senior police officers.
Addressing media persons, Tynsong revealed that 50–60% of the agreed terms have already been implemented, while around 40% remain pending. He attributed the delay to the need for a constitutional amendment, which must be passed in Parliament before certain subjects and responsibilities can be fully transferred.
“The agreement calls for strengthening the District Council in Garo Hills, giving it greater responsibility to safeguard tribal rights and local governance. This will only be possible once additional subjects are included through a constitutional amendment,” Tynsong said.
To speed up progress, the government will appoint a nodal officer to coordinate implementation, liaise with departments, and work with ANVC members on each clause of the agreement. Tynsong also assured that regular quarterly meetings will be held until all issues are resolved.
