Govt to discuss again with ADCs on implementation of Building Byelaws

Shillong, May 10: Urban Affairs Minister, Hamletson Dohling said that the government would again discuss the Autonomous District Councils (ADCs) on the implementation of Building Byelaws.

He also said that the government wanted to have only one building byelaws which the District Councils should submit their own building byelaws so that the same can be incorporated into one byelaws.

He said that the decision to hand over powers to the District Councils to implement the Building Byelaws in Schedule areas and the MUDA should implement only within Municipal areas was taken after a discussion with all stakeholders.

“However if there are some shortcomings and difficulties, we will again sit and discuss the issue with the district councils,” Dohling said

He informed that earlier, the government had asked all the three ADCs to submit their respective Building byelaws to the government to examine them and also incorporate them into one uniform building byelaws, but all the District Councils did not submit their building byelaws.

A notification issued by the government in January this year, stated that the District Council will implement the Meghalaya Building Byelaws in areas outside Muncipal, whereas for areas within Municipal, the byelaws will be implemented by the MUDA.

At the same time, the notification stated people can also seek building permission either from the MUDA or District Councils, which caused confusion among the people.

On this, Dohling said that the government has used the wordings in this way to allow people to take permission from MUDA especially when the District Councils are preparing to implement the Byelaws.
