Shillong | July 28, 2025 The High Court of Meghalaya, comprising Hon’ble Chief Justice Mr. Justice I.P. Mukerji and Hon’ble Mr. Justice W. Diengdoh, has disposed of MC(PIL) No. 2 of 2025, following confirmation that the Government of Meghalaya completed the relocation of licensed vendors from Police Bazar to designated vending zones by the deadline of July 22, 2025.
The case, filed by the Meghalaya and Greater Shillong Progressive Hawkers and Street Vendors Association, represented by General Secretary Shri Shane Thabah, sought modification of a prior order that had limited the vending hours for licensed street vendors in Police Bazar, citing adverse effects on their business.
During the hearing, Mrs. T. Yangi B., the learned Additional Advocate General, submitted that the relocation process had been completed as per the Court’s direction. This statement was not contradicted by the petitioner’s counsel, Mr. P. Yobin, who nonetheless raised a concern that some vendors were denied relocation due to the wrongful revocation of their licences.
Taking note, the Court concluded that the primary relief sought in this application had been addressed and thus disposed of the matter. However, the bench clarified that unresolved issues, such as:
Alleged wrongful cancellation of vendor licences,
Relocation of licensed vendors from other crowded areas, and
Eviction of unauthorised vendors—
will be considered in the main Public Interest Litigation (PIL), scheduled for hearing on August 5, 2025.
The Court also directed media reporting on the matter to mention the names of the judges on the bench for transparency and public awareness.
