Shillong, July 30: The Hynñiewtrep Integrated Territorial Organization (HITO) has urged the Meghalaya Government to cancel the proposed online auction of Meghalaya Power Distribution Corporation Limited (MePDCL) scrap materials and instead conduct the process through an offline auction to safeguard the interests of local traders and indigenous entrepreneurs.

In a representation submitted to the Minister In-Charge of the Power Department, HITO opposed the tender floated by MeECL/MePDCL on July 22 for the disposal of scrap materials through the MSTC online auction portal.

The organisation argued that online auctions place local traders at a disadvantage, as bidders from outside the state often possess greater financial resources and technological capabilities, making it difficult for indigenous entrepreneurs to compete on an equal footing.

HITO also questioned a clause in the tender requiring non-tribal bidders to possess an Autonomous District Council (ADC) trading licence. According to the organisation, the provision does not adequately protect local interests, as such licences can be obtained by outsiders, thereby allowing non-local traders to participate in the auction.

Further, HITO sought clarification from the government on the legal basis for mandating the use of the MSTC portal for the auction process. It stated that there is no public notification or legal provision making it compulsory for MePDCL to dispose of scrap materials through the online platform.

Invoking the constitutional safeguards provided under the Sixth Schedule, HITO called on the state government to adopt procurement and disposal policies that prioritise the economic rights and participation of indigenous communities.

The representation, signed by HITO President Donbok Dkhar and Political Secretary Gary Myrboh, warned that the organisation would “democratically and peacefully mobilize” if the concerns of local stakeholders are not addressed by the government.
