Shillong, June 19: Executive Member in charge of Finance in the Khasi Hills Autonomous District Council (KHADC), Seiborlang Warbah, stated that the Executive Committee (EC) cannot claim or promise funds that have not yet been received by the Council and must instead operate based on its actual financial resources.

Replying to the discussion on the KHADC Budget 2026-2027 during the final day of the Summer Session, Warbah explained that the Council continues to face financial challenges due to reduced financial assistance and difficulties in revenue collection. He said the EC is making efforts to strengthen revenue-generating departments and seek additional support from both the State and Central Governments.

He also rejected allegations made by Leader of Opposition Titustarwell Chyne that the Executive Committee had concealed funds related to the Khasi Traditional Medicine (KTM) programme. According to Warbah, all expenditures and receipts are properly reflected in the Council’s financial reports and official records.

Warbah maintained that discussions concerning Khasi Traditional Medicine should focus on improving the functioning of the department rather than becoming a matter of political confrontation. He further stressed that despite the Council’s financial constraints, the Executive Committee remains committed to carrying out public services and administrative responsibilities.

In his concluding remarks, he urged all MDCs to contribute constructive suggestions and work collectively to strengthen the Council. He said the Budget for 2026-2027 has been prepared based on realistic revenue expectations and is aimed at ensuring the continuation of developmental and public welfare activities within the Council’s available financial capacity.
