Shillong, June 22: The budget of the Khasi Hills Autonomous District Council (KHADC) was passed on Thursday, and the summer session of the Council was also prorogued by Chairman, L.G. Nongsiej.
The budget year 2017-18 whose expenditure was estimated at Rs 201.59 crore more than receipts at Rs 201.58 crore with a deficit of Rs 40,130 was passed by the House when members from the Opposition were not inside House.
Though the session was fixed for four days and should conclude on Friday, but the KHADC Chairman prorogued the House, after passing of the budget, since transaction of all businesses listed for the session have been completed.
Meanwhile the People’s Democratic Forum (PDF)-led executive committee in KHADC survived the no confidence motion as Opposition members walked out of the House without discussing it in the House as they alleged that the Council’s chairman, L.G. Nongsiej was bending the rules for “someone’s conveniences.”
The Opposition Hill State People’s Democratic Party (HSPDP) member, Teilinia S. Thangkhiew, had moved the no confidence motion expressing lack of confidence in the executive committee led by suspended Congress member, P.N. Syiem as chief executive member with the support of 12 Opposition members from the HSPDP, United Democratic Party (UDP) and Congress.
As the Chairman asked Thangkhiew to move the no confidence motion before passing the Council’s budget, the Opposition argued that the no confidence motion should be taken up on the last day of the session.
As the Chairman did not accept, the opposition members staged a walk out of the House which led to the survival of the PDF-led Executive Committee as it did not face the no trust motion in the House.
