Shillong, Mar 13: The Meghalaya State Investment Promotion & Facilitation (Amendment) Bill, 2025, was passed by the Assembly on the final day of the Budget Session, with key amendments addressing concerns over land rights.

Ardent Miller Basaiawmoit, VPP legislator from Nongkrem, had brought an amendment motion to the bill, seeking clarification on the custody of land banks and expressing concerns over the potential transfer of revenue land to non-tribal entities. He cited the Meghalaya Transfer of Land (Regulation) Act, 1971, which prohibits such transfers without prior sanction.

Basaiawmoit also highlighted the cultural and historical significance of land for tribals, stating that it is a matter of “life and death” in the hills. He pointed out that industrial estates in areas like Byrnihat and Umiam have not benefited locals and have instead led to pollution.

Chief Minister Conrad K. Sangma clarified that the amendment had addressed concerns over land banks, and assured that the Meghalaya Investment Promotion Authority (MIPA) would not be involved in land acquisition. He also emphasized that Section 39 of the act, which protects legal actions, cannot supersede existing laws or the Constitution of India.

Leader of Opposition Dr. Mukul Sangma supported the amendment and appreciated the government’s acknowledgment of people’s sentiments. The Nongkrem Legislator eventually withdrew the amendment, and the House gave its approval.
