Pathaw tables KHADC’s waste management bill

Shillong, Nov 19: The Khasi Hills Autonomous District (KHAD Solid Waste Management) Bill, 2019 was tabled on the first day of winter session of the Khasi Hills Autonomous District Council (KHADC) on Tuesday.

The Bill was tabled by executive member in-charge health & sanitation, Teiborlang Pathaw.

In the statement of object and reasons, Pathaw said, owing to the discernible deterioration of the environment, it has become expedient to sensitize, safeguard, preserve and conserve the environment through waste management within the jurisdiction of the Council.

“Therefore, effective implementation and advancement of laws, rules, regulations and guidelines and involvement of the masses at the grassroot level are needed as to ensure sustainability and environment oriented consciousness. Hence this Bill,” Pathaw said.

According to the Bill, the executive committee by notification, will constitute a Solid Waste Management Cell (SWMC).

The SWMC will facilitate, carry out and oversee the implementation of the Act and Rules framed and formulate policy, guidelines, norms, standards and orders for effective implementation of solid waste management in the entire jurisdiction of the Council.

It will also ensure that provisions for setting up of centers for collection, segregation and storage of segregated wastes besides encouraging formation of self help groups to provide training on solid waste management and involve communities in waste management at community level to control and maintain hygienic conditions.
