Guwahati, August 23: Kutumba Surakshya Parishad (KSP) president Satya Ranjan Borah has submitted a written complaint at Dispur Police Station seeking legal action against the Khasi Students’ Union (KSU) and several of its office-bearers in connection with the violence reported during the black-flag motorcycle rally held in Shillong on August 19.
In his complaint, Borah alleged that some participants in the rally vandalised statues, damaged tourist and private vehicles, and attacked travellers. He claimed that the alleged presence of iron rods, hockey sticks, stones and other objects suggested that the violence may have been premeditated.
The complaint named KSU president Raymond Kharjana, vice-president Pynkmenlang Sanmiet, general secretary Reuben Najiar, assistant general secretary Pynshaiborlang Rani, organising secretary Cleanser Shabong, assistant organising secretary Eddie Malngiang, and information and publicity secretary Pynshai Kupar M. Dkhar, besides other office-bearers.
Borah alleged that the incidents posed a threat to national unity, internal security and communal harmony. He urged the authorities to investigate the activities of the organisation and prosecute those found responsible, including under the National Security Act.
The KSP president also alleged the possibility of foreign funding behind what he described as “anti-national activities” and called for an investigation into the claim. However, the complaint does not provide documentary evidence substantiating the allegation.
Borah also drew a comparison between the Shillong violence and the Pahalgam terror attack, alleging that those responsible for the incidents were attempting to create fear and promote a separatist mindset by targeting tourists and vehicles.
He further maintained that attacks on national figures, public property and innocent travellers could not be justified as part of a democratic protest. Copies of media reports were enclosed with the complaint for examination by the police.
The complaint represents allegations made by the complainant and does not, by itself, establish the culpability of the persons named. The document does not specify the penal provisions under which a case has been registered, while there was also no confirmation from Dispur Police, as of the time of reporting, regarding registration of an FIR or commencement of an investigation.
