SHILLONG, NOV 5: Ahead of Diwali, the Khasi Students’ Union, Mawprem Circle has asked the East Khasi Hills district administration to strictly enforce rules on the use of firecrackers in the area.
In a letter submitted to Deputy Commissioner Abhilash Baranwal on Wednesday, KSU Mawprem Circle president Badonkupar Nongbri said while the union respects Diwali as a festival of lights, joy and togetherness, its celebration must not disturb public peace or inconvenience others.
Nongbri said there is a growing need to regulate the use of firecrackers to ensure the festival is observed in a peaceful, responsible and environmentally conscious manner. He pointed out that indiscriminate bursting causes considerable distress to children, senior citizens, patients and those sensitive to loud noise, besides adding to air and noise pollution.
Referring to directions of the Supreme Court, the union noted that bursting of firecrackers is permitted only between 8 pm and 10 pm during Diwali, and urged the administration to ensure residents strictly adhere to the timing and to take action against violators. It also sought monitoring of the sale and distribution of firecrackers, stating that only products complying with legal and environmental standards should be allowed, and those exceeding 125 dB(AI) or 145 dB(C) Peak at four metres must be prohibited.
Nongbri appealed to the Deputy Commissioner to instruct the police and other departments to enforce the regulations on the ground, step up monitoring in Mawprem and carry out public awareness on the harmful effects of excessive noise and air pollution. He said strict compliance is essential not only for law and order but also for promoting civic responsibility and mutual respect.
The union expressed hope that the district administration would consider the matter seriously and issue necessary directions, while also appealing to the public to cooperate and celebrate Diwali in a safe, harmonious and environmentally responsible way.
