Shillong, Oct 13: Shillong North MLA Adelbert Nongrum has raised serious concerns over the illegal operation of bike taxi services, particularly those run under Rapido and JET 24/7, alleging negligence on the part of the MDA government and the Transport Department in verifying and issuing licences.
Nongrum met Transport Minister and Deputy Chief Minister Sniawbhalang Dhar at his office chamber today, accompanied by representatives of the JET Bikes (24/7) company, to discuss the matter.
Speaking to the media after the meeting, Nongrum said that since 2023, the JET 24/7 company has repeatedly applied to the department for the issuance of individual rider licences, but their applications have remained pending for over two years.
“The standoff is not between riders or individuals but between companies — one operating legally and another without proper authorisation. The government must act responsibly and take action against illegal operators,” Nongrum stated.
Citing Rule 3, Sub-rule (1A) of the Meghalaya Taxi Aggregators Operation Rules, 2020, he reminded that “no person, firm, or company shall act as a taxi aggregator in the state without obtaining a valid licence from the licensing authority.”
Nongrum alleged that the continued operation of Rapido and similar services without valid licences is a clear violation of state law and reflects administrative negligence.
“At a time when unemployment is high, our youth deserve fair opportunities to earn their livelihood legally. Injustice anywhere is a threat to justice everywhere,” he said.
He revealed that JET 24/7 had submitted multiple complaints to the Transport Department and Commissioner since March 2023, followed by reminders in October 2023, April 2025, and July 2025, but no action has been taken to date.
Expressing disappointment, Nongrum said it was astonishing that the department continues to allow illegal operations despite being fully aware of the rules.
“This negligence must be corrected immediately,” he asserted, urging the Transport Minister to take strict action and ensure that only duly licensed aggregators are allowed to operate in Meghalaya.
