Hek seeks FCRA exemption while urging probe into misuse

SHILLONG, JUL 7: BJP leader and Pynthorumkhrah MLA AL Hek on Tuesday said he has written to Prime Minister Narendra Modi seeking an exemption under the Foreign Contribution Regulation Act (FCRA), and has called for a meeting of all stakeholders to discuss the issue.

Speaking to reporters, Hek said he was aware that the Chief Minister had met representatives of NEICC, the Baptist Church, the Catholic Church, and Union Home Minister Amit Shah on the matter.

The BJP MLA said he had earlier held discussions with the Catholic Bishops’ Conference of India (CCBI) in Delhi, and with NEICC at his office in Golf Link, Shillong.

“Prior to that, I had a meeting with CCBI in Delhi. I also met NEICC at my office in Golf Link. We discussed FCRA. I had planned to go to Delhi to seek an appointment with Amit Shah on FCRA, but could not make the time,” he said.

Hek added that he had submitted a proposal to the Prime Minister’s Office and received an acknowledgement from the Ministry of Law and Justice.

“I have also written to Prime Minister Narendra Modi, and I have received an acknowledgement from the Ministry of Law and Justice stating that my proposals will be examined and considered,” he said.

Asked whether the Centre was addressing concerns raised by religious groups, Hek defended the government’s approach.

“How can you say they are not listening to the grievances of the people? They are examining the matter. You cannot expect decisions to be taken overnight. All pros and cons have to be considered before a final decision is made. We are here and we will continue to pursue this,” he said.

The MLA said his main demand was for an exemption under FCRA, and for broader consultations with religious organizations.

“I have written to the Government of India seeking action and consideration. I have requested an exemption. My main intention is to bring together all stakeholders from religious groups and organizations to discuss the FCRA issue,” Hek said.

Referring to India’s secular framework, he said the Constitution guarantees freedom of faith to all communities.

“Our country is secular. The Constitution clearly states that people of all religions, castes and communities are free to practice any faith,” he said.

Hek also flagged concerns over the misuse of FCRA provisions by some organizations, while acknowledging the work done by others.

“Without naming any specific group or denomination, there are some organizations that have not been utilizing FCRA funds properly, yet continue to enjoy the benefits. That needs to be looked into. At the same time, there are many other religious organizations — I will not name them — that are doing commendable work in serving the poor and the needy,” he said.
