SHILLONG, JUL 2: The Hynñiewtrep Integrated Territorial Organisation (HITO) has called on the Meghalaya State Pollution Control Board (MSPCB) to investigate alleged air pollution violations by R N B Cement Pvt. Ltd. at its Umiam plant in Ri Bhoi District.
In a complaint sent to the MSPCB Member Secretary, HITO President Donbok Dkhar and Legal Secretary Shaniah Nongrum alleged that the factory has been releasing “substantial quantities of clinker dust and thick smoke into the surrounding environment.”
The letter raised alarm that emissions were not confined to the designated stack, claiming that on multiple occasions smoke and particulate matter appeared to escape from other points in the plant, leading to uncontrolled discharges.
The organisation said the reported emissions have triggered anxiety in nearby villages, with residents concerned about potential harm to public health, farming, and the local ecosystem.
“The continuous release of clinker dust and thick smoke may affect air quality and could pose risks to vulnerable groups, including children, the elderly, and individuals with respiratory illnesses,” the complaint noted.
HITO urged the Board to carry out an immediate inspection and determine whether the unit is adhering to the Air (Prevention and Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and other consent conditions.
The group also asked MSPCB to check if emissions are bypassing the approved chimney and pollution control systems, and to review the condition and functioning of the plant’s air pollution control equipment.
Should violations be found, HITO has requested that the company be directed to take corrective steps without delay and that the Board initiate action under relevant laws.
The group further pressed for ambient air quality monitoring in the surrounding villages, with the results to be made public.
“HITO believes that industrial development should always be balanced with environmental protection and the health and well-being of local communities,” the letter stated, describing the matter as urgent. Along with the complaint, the organisation submitted video footage that it said documents the alleged emissions.
It has asked the Board to launch an inquiry at the earliest and to keep it apprised of any action taken.
