Shillong, Apr 25: The proscribed Hynniewtrep National Liberation Council (HNLC) has expressed concern over the presence of major defence installations within civilian areas of Shillong and its surrounding localities, questioning what it described as a contradiction in civil defence preparedness measures.
In a statement issued by its general secretary, Sainkupar Nongtraw, the outfit referred to the recently conducted “ARMEX-1 2026” air raid mock drills across Meghalaya. The drills, which included blackout measures and emergency preparedness activities, were aimed at enhancing civilian readiness in the event of potential air threats.
The HNLC stated that while the public is being encouraged to participate in such preparedness exercises, key military establishments continue to operate within densely populated areas. It cited the headquarters of the Indian Air Force Eastern Air Command in Upper Shillong as a major strategic installation.
The outfit also pointed to the presence of the Shillong Cantonment, HQ 101 Area, and the Military Hospital as indicative of a significant military footprint within the city.
Referring to the Umroi Military Station, the statement noted that the facility serves as an operational and training hub and has hosted joint exercises such as Exercise Maitree. It further mentioned the presence of infrastructure like the Thimayya Training Node and its proximity to civilian settlements and Umroi Airport.
According to the HNLC, the location of such installations in populated areas could pose risks to civilians during potential conflict situations, as strategic military sites may be considered high-value targets.
The outfit also cited international humanitarian principles, stating that military objectives are typically expected to be situated away from civilian populations to minimise risk to non-combatants.
In its statement, the HNLC urged authorities, including the State Government, Autonomous District Councils, and traditional local institutions, not to permit land allocation for the expansion of defence infrastructure in the region. It argued that such developments could increase long-term security risks for local communities.
The statement concluded by calling for greater clarity from the government on the rationale behind maintaining key defence installations within civilian areas, especially in the context of ongoing civil defence preparedness initiatives.
Meanwhile, officials have maintained that ARMEX-1 2026 forms part of routine preparedness efforts designed to enhance public safety and response capabilities during emergencies.
