Shillong, June 17: The Khasi Hills Autonomous District Council (KHADC) on Wednesday presented its full Budget for the financial year 2026-27, estimating total receipts of ₹214.60 crore and projecting a surplus of approximately ₹16.92 lakh.

Presenting the Budget during the Council’s Summer Session, Executive Member in-charge of Finance, Bah Seiborlang Warbah, said the Executive Committee has undertaken a series of initiatives aimed at strengthening the Council’s financial position through enhanced revenue collection and administrative reforms.

Warbah informed the House that the Council is focusing on improving the collection of Professional Tax, Trade Licence fees, Market Revenue, Land Revenue and other sources of income. As part of its modernization efforts, KHADC plans to fully digitize its tax collection system, including services at branch offices, to facilitate easier payments for taxpayers and improve revenue administration.

Highlighting anticipated financial support from the 16th Finance Commission, Warbah said Meghalaya is expected to receive ₹1,479 crore for Rural Local Bodies between 2026-27 and 2030-31. Of this amount, KHADC is projected to receive ₹85.50 crore during 2026-27 through Basic and Performance Grants distributed in an 80:20 ratio.

The Finance Executive Member also outlined key policy initiatives, including the proposed implementation of a Land Ceiling Policy aimed at protecting Raid lands. The Council further plans to strengthen land administration through GIS-based mapping and streamline the issuance of Title Rights Certificates.

In addition, KHADC is pursuing the release of pending dues from the State Government, including royalty payments on minerals and its share of Motor Vehicle Tax revenues, which remain significant sources of income for the Council.

On the environmental front, Warbah informed the House that KHADC has signed a Memorandum of Understanding (MoU) with IORA Ecological Solution Pvt. Ltd. for the implementation of a carbon project. The initiative seeks to protect forests and water sources while generating livelihood opportunities for local communities.

According to the Budget estimates, the Council has projected total receipts of ₹214,60,09,410 against an estimated expenditure of ₹214,43,16,760 for the financial year 2026-27, resulting in a projected surplus of ₹16,92,650.

The Budget reflects the Council’s emphasis on revenue enhancement, digital governance, environmental sustainability and improved land management as part of its broader development agenda for the coming fiscal year.
