Shillong, June 18: Leader of Opposition in the Khasi Hills Autonomous District Council (KHADC) and MDC from Sohra, Bah Titustarwell Chyne, on Thursday sought clarification from the Executive Committee (EC) regarding the proposed introduction of an online system in the Council’s Trade Department, raising concerns over its effectiveness and preparedness for implementation.
The issue was raised through a supplementary question during the Summer Session of the KHADC while discussing matters related to the Trade Department.
Chyne questioned whether the proposed digital platform would genuinely improve efficiency and transparency in the issuance and renewal of trading licences. He stressed that any reform in the department should ultimately benefit local traders and the general public by reducing delays, simplifying procedures and ensuring greater accountability.
The Opposition leader also sought detailed information on the department’s preparedness for the transition, including the availability of adequate technological infrastructure and the safeguards that would be put in place to prevent misuse of the proposed online system.
Responding to the concerns, Chief Executive Member (CEM) Bah Winstone Tony Lyngdoh said the Executive Committee is committed to modernising the Trade Department through digitalisation as part of broader efforts to improve governance and service delivery.
He explained that the proposed online system is aimed at streamlining administrative processes, enhancing transparency, reducing paperwork and providing faster and more convenient services to applicants.
The CEM informed the House that the department is currently working on establishing the necessary technological framework and infrastructure required for the implementation of the system.
He expressed confidence that once fully operational, the online platform would make the licensing process more efficient and accessible while improving overall transparency in the functioning of the Trade Department.
The discussion formed part of a wider debate in the House on the adoption of modern technology to strengthen governance and improve public service delivery within the KHADC.
