SHILLONG, JUL 1: The Special Intensive Revision (SIR), 2026 of electoral rolls has begun in Meghalaya with Booth Level Officers starting door-to-door distribution of Enumeration Forms from June 30, Chief Electoral Officer Dr BDR Tiwari said on Wednesday.
“The Office of the Chief Electoral Officer, Meghalaya, has commenced the Special Intensive Revision, 2026 in accordance with the programme announced by the Election Commission of India,” Dr Tiwari said.
He said the exercise aims to clean up the voter list ahead of upcoming elections.
“The main objective of the Special Intensive Revision is to ensure that no eligible citizen is left out, while no ineligible person is included in the Electoral Roll,” he said.
For the revision, 3,551 Booth Level Officers have been deployed and trained across the state. They are being supervised by 60 Electoral Registration Officers, 166 Assistant Electoral Registration Officers and 410 BLO Supervisors, all of whom have also been trained, Dr Tiwari said.
With a total electorate of 23,49,645, each BLO will cover an average of 662 voters. On the opening day of the house-to-house drive, 1,19,129 forms were handed out, which is 5.07% of the total voters in the state. South West Garo Hills saw the fastest start, with 20.49% of its forms distributed on day one.
It was followed by North Garo Hills at 10.25%, South Garo Hills at 6.67% and West Garo Hills at 6.5%, he said. East Khasi Hills, which has the highest number of electors, distributed 28,006 forms till 3 PM on July 1, covering 4.43% of its voters.
The enumeration phase will run until July 29. Dr Tiwari explained the process: BLOs will give each elector two copies of the Enumeration Form and collect one filled copy back, acknowledging receipt on the second.
“No supporting document is to be furnished during the Enumeration Phase,” he said.
For locked houses, BLOs will slip the form through the door and return thrice to collect it.
Online submission is also available. “Electors may fill and submit the Enumeration Form online during the Enumeration phase of SIR period through the ECINET mobile application or by visiting the Voter Services Portal at voters.eci.gov.in,” Dr Tiwari said.
To help electors fill forms correctly, the legacy Electoral Roll of 2005 has been made public. It can be accessed on the CEO’s website, district administration sites, the ECINET app, the Voter Services Portal, and with BLOs.
“Electors whose names appear in the legacy Electoral Roll of 2005 are advised to note the relevant particulars, namely Name, Relative’s Name, State Name, District Name, Assembly Constituency Number, Part Number, and Serial Number, before filling up the Enumeration Form,” he said.
Those who settled in Meghalaya after 2005 should check the last SIR roll of their previous state on the Voter Services Portal or ECINET app for the required details, he added. While documents are not needed, a recent passport-size photograph is mandatory.
It must be pasted on the physical form or uploaded for online submissions. Electors whose names are missing from the 2005 roll can enter details of parents or grandparents if they appear in it, Dr Tiwari said.
He urged voters to assist field staff. “Electors are requested to cooperate with the Booth Level Officers during their visits, carefully fill up the Enumeration Forms, and return the completed forms to the BLOs within the prescribed time,” he said.
“The Office of the Chief Electoral Officer appeals to all eligible electors to actively participate in the Special Intensive Revision to ensure that the Electoral Roll remains accurate, complete and up to date,” Dr Tiwari said.
BLO contact details are available at polling stations, and appointments can be scheduled via the ECINET app, he added.
