SHILLONG, MAY 18: A state-level survey to assess substance abuse in Meghalaya was formally launched on Monday by the DREAM Mission in partnership with Sankardev College, with officials calling it a step toward “scientific assessment, research, and informed policymaking.”

The survey, which will first roll out as a pilot in Shillong before covering the rest of the State, stems from a Memorandum of Understanding signed between the DREAM Mission and Sankardev College in December 2025.

It is designed to gather data and insights regarding the prevalence, patterns, and impact of substance use across Meghalaya.

Officials said the findings will help the government “formulate targeted policies and strengthen prevention, treatment, and rehabilitation strategies.”

The exercise comes amid varying and often conflicting information presently available regarding the status and prevalence of substance use in the State, making updated data critical.

The launch ceremony at Sankardev College was attended by Principal Dr Eureka FP Lyngdoh, Vice Principai K Chyne, faculty members, and representatives of the DREAM Mission. Members of the Meghalaya User’s Forum (MUF) and the Meghalaya Drug Users Network (MeDUNET) were also present.

In what the Mission described as a “unique” approach, members of the user community will be directly involved in data collection.

Their participation is expected to provide valuable grassroots-level insights and contribute towards developing a more realistic understanding of the challenges relating to substance abuse.

Speaking on the occasion, DREAM director Francis Kharshiing said, “The survey reflects the Government’s serious commitment towards addressing substance abuse through scientific assessment, research, and informed policymaking.”

He added that the data would play a vital role in strengthening future interventions and improving the overall response mechanism of the State.

Crediting Chief Minister Conrad K. Sangma for initiating the DREAM Mission, the Mission Director noted that “the visionary approach of the Government in addressing the drug menace deserves serious appreciation.”

He called the Mission “a unique and dedicated initiative of its kind in the country aimed specifically at combating substance abuse through a coordinated, multi-sectoral approach.”

The DREAM Mission also acknowledged Sankardev College for its partnership, with E Tariang, Head of Department, Statistics in particular, set to spearhead the survey.

The survey is expected to begin shortly following receipt of the required ethical clearance.
